Out of State DBE Applicant – Instructions for Interstate Certification

When a firm is currently certified in its home state (Jurisdiction of Original Certification/JOC) and applies to the Iowa DOT for DBE certification, the applicant firm must provide the following to the Iowa DOT.

  1. A cover letter requesting to be listed in the Iowa DOT DBE Directory. The letter must identify all Unified Certification Programs (UCPs) in which the applicant firm is certified, including the UCP that originally certified the firm.
  2. Include a copy of your home-state (JOC) DBE approval letter showing your firm was re-evaluated and recertified.
  3. Include a screenshot of your firm’s listing in your original JOC’s DBE directory.
  4. Include the SEDO Declaration of Eligibility (DOE).

SEDO Declaration of Eligibility (DOE) - Upload the completed SEDO Declaration of Eligibility form.

The Iowa DOT will confirm the applicant has a current, valid certification with their Home State.
