Are you completing the exemption request for a city or county?
Beginning July 1, 2025, the Department may issue all-systems overweight permits on all paved Farm-to-Market roads and designated truck routes, except those roads for which an all-systems overweight permit is not valid. In order to designate a route as not valid, the local authority must submit a written Justification Report to the Department, and the Department must concur in the not valid designation.
Is the road segment programmed for construction or does it contain a structure programmed for construction in the Accomplishment Year, Priority Year 1, or Priority Year 2 of the County Five Year Program or the City Capital Improvement Program?
Is the road segment Pavement Condition Index (data collected by the Iowa Pavement Management Program to estimate the average pavement condition over a defined area based on surveyed surface distresses) rated Very Poor (0 - 20) or Poor (21-40)?

Does the paved road segment (500 continuous feet or more) have a pavement thickness less than four (4) inches for an Asphalt surfaced road or less than six (6) inches for a Concrete surfaced road?
Cities Only - Is the route classified as a Local road in the Federal Functional Classification (FFC) system?

Is the road segment constrained geometrically by characteristics (curb and gutter, narrow lanes or structures, utility poles, traffic signals, etc.) that prohibit, make unsafe, or make infeasible travel by any type of legal truck traffic? (This does not include oversize trucks with larger than legal dimensions which are a different permit.)
Is the LPA seeking an exemption due to having a preferred alternate route available? If so, further discussion may be necessary. Provide a PDF of the preferred route.
